In an established market almost every account you approach already has an arrangement with someone else, and your job is to unseat them. Opening is the exception. Equipment, systems and suppliers are all chosen at once, by someone with no incumbent relationship to protect — which makes it the one moment a new entrant competes on equal terms.

Capital equipment, an electronic record system, a laboratory contract — those are decided before opening, and arriving afterwards means arriving too late.
A consumable, a product range, an ongoing supply relationship can be won after opening, and the confirmed record is the better list for it because it is verified rather than planned.
This is where most lists of new openings stop being useful.
A name, an address and a telephone number tell you a clinic exists. They do not tell you whether it is relevant to you. If your product concerns home care, or a particular test, or a specific patient population, a list of every opening in the country is a list you still have to qualify by hand — and by the time you have, the window has closed.

A facility that has not opened does not yet have the codes you use.
Before opening, a practice has no registration with the regional bureau and therefore none of the codes your systems key on. It does have a SCUEL ID, which is assigned when we first record it and does not change afterwards.
That ordering matters more than it sounds. The record you create six months before opening, the confirmed registration a month after opening, and every year of activity after that all sit on the same identifier — so the account you approached before it opened is the same account in your system a decade later.
